Plant passports for wood

Check if your wood needs an EU plant passport, and see the pest zones by wood on a map.

Compiled from public sources. Not official: the plant protection authority decides. Sources and data

Does my wood need a plant passport?

Wood
Grown in
Shipped to

The check cannot see the wood or the exact place it grew. The plant protection authority decides.

Plant passport: always

What to do

  1. Heat-treat at 56 °C for 40 minutes through the whole piece, marked HT. Kiln drying does not count.
  2. Send each piece with a plant passport label.
  • You can skip HT only if the authority has declared the origin area free of the pest, or if the wood is fully squared. Live-edge slabs cannot be squared.
Show this wood on the map

All woods at a glance

Two woods always need a passport. The rest depend on where the wood grew, where it goes and whether it has bark.

  • Walnut and wingnut

    Juglans, Pterocarya

    Always

Passport for every move within the EU. Kiln drying does not count.

    HT 56 °C, 40 min

  • Plane

    Platanus

    Always

Passport for every move within the EU.

    KD below 20 %

  • Chestnut

    Castanea

With bark, to a protected zone

No EU passport. With bark to Ireland, Sweden or Northern Ireland: PZ passport.

    Debark, or KD

  • Conifers: pine, spruce, fir, larch

    Pinus, Picea, Abies, Larix

    From a pest zone

Passport only from a pine wood nematode area: mainland Portugal, Madeira, parts of Spain and France. With bark to Ireland, Greece, Cyprus or Northern Ireland: PZ passport.

    HT 56 °C, 30 min

  • Ash

    Fraxinus, Chionanthus

    From a pest zone

Passport only within 100 km of an emerald ash borer area, or from an Asian longhorn beetle area.

    Debark + 2.5 cm sapwood

  • Maple, horse chestnut, birch, poplar, willow, elm

Acer, Aesculus, Betula, Populus, Salix, Ulmus

    From a pest zone

Passport only from an Asian longhorn beetle area.

    Debark + HT 56 °C, 30 min

  • Cherry and other Prunus

    Prunus

    From a pest zone

Passport only from a red-necked longhorn beetle area.

    HT or irradiation

  • Oak, beech, olive

    Quercus, Fagus, Olea

    Not needed

No EU plant passport for sawn wood.

    No condition

  • Slabs and sawn wood, not furniture

The rules cover round wood, fuelwood, chips and sawn wood, slabs included (CN 4401, 4403, 4404, ex 4407). Profiled boards (4409) and furniture (9403) are outside them.

  • Online sales are not exempt

The final-user exemption covers only private buyers who buy in person, and never applies in protected zones (Article 81, Regulation (EU) 2016/2031).

  • Trade buyers always get one

Joiners, furniture makers, importers and traders are professional operators, never final users.

Pest zones map

Red: wood from here needs treatment and a passport. Yellow: a protected zone for wood with bark. Green: the pest is officially absent.

Remove the bark and no PZ passport is needed. Wood with bark needs a PZ passport and must come from a pest-free area or be kiln-dried.

How to read a plant passport

A physical label on each piece: the EU flag, the words “Plant Passport” and four elements, A to D, inside a border.

    1. Botanical name

Species or genus, for example Juglans regia.

    2. Operator

Member State code and the registration number of the operator who issued it.

    3. Traceability code

The lot or piece. Mandatory for wood.

    4. Origin

      The country of origin.

    • “Plant Passport” is always in English, optionally followed by another EU language after a slash.
    • Printed inside a border, legible and durable. There is no electronic plant passport in the EU yet.
    • A protected-zone passport reads “Plant Passport – PZ” and names the pest, by scientific name or EPPO code, for example ENDOPA for chestnut blight.
    • A QR code may add to the traceability code. It never replaces the label or any element.

Treatments that let regulated wood move

Heat treatment (HT) and kiln drying (KD) are the two marks on regulated wood. Which one counts depends on the pest, and KD never replaces HT for walnut.

    Heat treatment

    HT

    56 °C

through the whole profile, marked HT

    • Walnut: 40 continuous minutes
    • Conifers from a nematode area: 30 minutes
    • Maple, birch, poplar, elm and others from an Asian longhorn beetle area: debarked, then 30 minutes
    • Cherry from a red-necked longhorn beetle area: HT or irradiation

    Kiln drying

    KD

    < 20 %

moisture, dry mass basis, marked KD

    • Plane
    • Conifer or chestnut wood with bark, for a protected zone
    • Not valid for walnut

    Debarking

    2.5 cm

of outer sapwood removed with the bark, for ash

    • Ash within 100 km of an emerald ash borer area: in an authorised facility, or irradiation of at least 1 kGy
    • Chestnut and conifers: bark-free wood needs no PZ passport

Bark-free means all bark removed, except ingrown bark around knots and bark pockets between growth rings.

The HT or KD mark goes on the wood or its wrapping. The kiln's treatment record shows how it was reached.

Questions about plant passports for wood

Do walnut slabs need a plant passport?

Yes. Every move of walnut (Juglans) and wingnut (Pterocarya) wood within the EU needs a plant passport, because of thousand cankers disease. Live-edge slabs also need heat treatment at 56 °C for 40 minutes, marked HT, unless the authority has declared the origin area free of the disease and its beetle.

    Is kiln-dried walnut exempt?

No. Kiln drying is not an option for walnut. Only a declared pest-free origin, heat treatment at 56 °C for 40 continuous minutes marked HT, or squaring off the whole natural rounded surface lets walnut move, and the passport is still required.

Does chestnut wood need a plant passport?

Not for most of the EU. Only chestnut wood with bark sent to Ireland, Sweden or Northern Ireland needs a protected-zone passport (PZ), because of chestnut blight. Bark-free chestnut needs none.

Do I need a passport if I buy online as a private person?

Yes, the seller must supply one with regulated wood. The final-user exemption covers only private persons who buy in person. Online sales are not exempt, and the exemption never applies in protected zones.

Do professional buyers need the passport too?

Yes. Joiners, furniture makers, importers and timber traders are professional operators, never final users, so regulated wood sold to them travels with its passport.

Does walnut furniture need a plant passport?

No. Finished furniture (CN 9403) and profiled boards (4409) are outside the rule. The passport covers round wood, fuelwood, chips and sawn wood, slabs included (4401, 4403, 4404 and ex 4407).

Which countries are protected zones for conifer bark?

Ireland, Greece, Cyprus and Northern Ireland, for one or more bark beetles of conifers (Dendroctonus micans and Ips species). Conifer wood with bark sent there needs a PZ passport. The register shows which beetle applies where.

Is emerald ash borer in the EU?

Yes. It was officially confirmed in Slovakia (Trebišov and Michalovce districts) and Hungary (Beregsurány) in 2026, and is present in Ukraine, Belarus and Russia. Ash from within 100 km of a confirmed area needs bark and outer sapwood removed, or irradiation, and a passport.

Is Bulgaria a pest-free area for thousand cankers disease?

No official declaration was found. The EPPO Global Database has no record for Bulgaria either way, and that is not a pest-free statement. Until the Bulgarian authority declares an area free, live-edge walnut from Bulgaria needs heat treatment and a passport to move within the EU.

Can a QR code replace the plant passport?

No. The passport is a physical label with the elements A to D. A QR code may add to the traceability code, but there is no electronic plant passport in the EU yet.
